It's important to understand that you cannot directly "delete" a pre-installed wallpaper that comes with your iPhone. These are part of the iOS system. However, you can remove custom wallpapers you've added.

Changing Wallpaper: The primary way to get rid of an unwanted wallpaper is to simply replace it with a different one. Go to Settings > Wallpaper > Add New Wallpaper. From there, you can choose a new wallpaper from your Photos, Albums, or a pre-installed wallpaper option. This effectively gets rid of the old one on your Home%20Screen and/or Lock%20Screen.
Using Default Wallpapers: Choose one of Apple's default or dynamic wallpapers to replace your current one. These are found in Settings > Wallpaper > Add New Wallpaper then select 'Stills', 'Live' or 'Collections'.
Managing Photo Library: If you're using a photo from your library as wallpaper, and want to prevent it from being used as wallpaper again, you can either move the photo to a hidden album (in the Photos app, long press the photo, select "Add to Album", then "Hidden") or permanently delete the photo entirely from your Photo%20Library. Keep in mind that deleting the photo will remove it from all places you've used it.
